Pls tell me the most economical hotel in KL?

My cousin who works in Taipei will come to see me in KL in Jan. I wanna get the info of the most economical hotel in KL. He will stay here for one week. Can anyone tell me where to stay, how to reserve, and how to rent a car for one week and any good place to travel but we can come back in the night? Now I only have idea to go to twin tower, time square, sunway lagoon, mines cruise. And any other better place where we can be back to KL in the night? Thank u very much.
